is. >> thank you. >>> developing news out of guatemala. at least 39 people are dead after a 7.4 magnitude earthquake. the quake struck off the southwest coast of guatemala this morning shaking buildings as far away as mexico city. reports indicate that the dead are from the mountain village of san marcos. the village is 80 miles from the epicenter. it suffered the most damage including 30 collapsed homes. >>> recovery in the northeast thrown a curve. a nor'easter threatening the area with a repeat of some of the misery that superstorm sandy brought last week. snow is already falling heavily in connecticut and north new jersey. the rain, wet snow, strong wind will certainly setback the clean-up damage from sandy. thousands of people in the low- lying neighborhoods have been warned to clear out again. cbs 5 is partnering with the red cross to help victims of hurricane sandy. tomorrow, we will be asking all you viewers to join us and donate. our special hotline will be open running from 6 a.m. to 7 p.m. >>> what's happening in the bay area can't compare to what's happening on the

ago in a small way, colombia, argentina, ecuador, guatemala, some with right wing governments, very tough on crime, and in europe, similarly. it's not generally the standards to be putting people behind bars for a possession of any drug in small amounts for one's own personal use. and perhaps the paramount example of success in this regard is portugal. portugal 11 years ago decriminalized the possession of all drugs in personal use amounts. drug selling is illegal and you can still be arrested for that. they began doing evaluations a few years ago. you do not go to jail for possession of any drug in a small amount. and you are not drug tested. nobody gets thrown back in for dirty urines and all this sort of stuff. it's now been in place for 11 years. the research on that, and i recommend the piece in the british journal of crin knowledge and kid send it to -- cridge -- criminolgy. cases of h.i.v. and hepc and crime went down and people continued to seek treatment, that the rates of drug use in portugal did not go up at the same rates as comparable countries in europe. that suggests

that there has been an earthquake there. buildings rattled in mexico city. this was off the coast of guatemala. guatemala city, the closest major city to the epicenter. 7.5 magnitude quake off the country's pacific coast. that according to the u.s. geological survey. no word on damage or casualties yet. no word on any kind of a tsunami warning. that will depend on what happened on the ocean floor. we're watching story very closely. buildings were shaking in mexico city. this is large earthquake. 7.5. we'll bring you update as they come into the newsroom. jenna: major airlines are canceling flights into and out of the new york city area. a huge international hub of course. this coming ahead of the second significant storm in a little more than a week. rick has more on this now, rick? >> jenna, 24,000 flights were canceled because of sandy last week. the airlines not taking any chances with this new storm on its way. already flights are being canceled all over the northeast. starting tomorrow at noon, united suspending most of its service. the airlines warning customers that the nor'easter will

of an earthquake off of mexico, karen? >> it is off the coast of guatemala. and this has happened in the last half hour to 45 minutes. preliminary reports were of 7.5 magnitude. this is very close to the coast. here's guatemala city. and it was about 27 miles off the coast, about 20 miles deep. now the information that we have right now is that there was no tsunami warning issued. that could change at any moment now. but 7.5 magnitude. that may be revised as we go throughout the afternoon. it looks like already one aftershock being reported. but we'll keep you updated on that and our other big story is the weather across the northeast and new england. we'll be updating you on that coming up in the next hour with the big nor'easter that is expected to impact those areas hit very hard by superstorm sandy. back to you. >> karen, you'll be watching that for us. we'll be coming back to you throughout the day. thank you so much. >>> as we're about to toss it over to the next crew, but it's kind of -- there's a lot to digest and what all of last night meant. what are your final thoughts on what you've se
